Cur\u00adri\u00adcu\u00adla are defi\u00adned, stan\u00addards are set and pro\u00adgrams are for\u00admal\u00adly ali\u00adgned with the requi\u00adre\u00adments of the labor mar\u00adket. In prac\u00adti\u00adce, howe\u00adver, the\u00adre is a recur\u00adring gap bet\u00adween the actu\u00adal sys\u00adtem design and relia\u00adble imple\u00admen\u00adta\u00adti\u00adon. Wit\u00adhout clear requi\u00adre\u00adments, veri\u00adfia\u00adble qua\u00adli\u00adfi\u00adca\u00adti\u00adons and con\u00adsis\u00adtent qua\u00adli\u00adty assu\u00adrance at the imple\u00admen\u00adta\u00adti\u00adon level, the effec\u00adti\u00adve\u00adness of voca\u00adtio\u00adnal edu\u00adca\u00adti\u00adon and trai\u00adning remains hea\u00advi\u00adly depen\u00addent on indi\u00advi\u00addu\u00adal approa\u00adches. This also appli\u00ades to estab\u00adlished sys\u00adtems in which the for\u00admal qua\u00adli\u00adty assu\u00adrance of the trai\u00adner func\u00adtion is not con\u00adsis\u00adt\u00adent\u00adly and bin\u00addin\u00adgly regu\u00adla\u00adted. The result is vary\u00ading qua\u00adli\u00adty in trai\u00adning, despi\u00adte for\u00admal\u00adly uni\u00adform pro\u00adgrams.   <\/p>\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cVoca\u00adtio\u00adnal trai\u00adning does not fail becau\u00adse of indi\u00advi\u00addu\u00adals, but becau\u00adse qua\u00adli\u00adty is not struc\u00adtu\u00adral\u00adly ancho\u00adred.\u201d<\/p>\n<\/blockquote>\n\n<p>At the heart of imple\u00admen\u00adta\u00adti\u00adon is the trai\u00adner as the link bet\u00adween ope\u00adra\u00adtio\u00adnal rea\u00adli\u00adty, cur\u00adri\u00adcu\u00adlar objec\u00adti\u00adves and per\u00adfor\u00admance assess\u00adment. The relia\u00adbi\u00adli\u00adty of skills deve\u00adlo\u00adp\u00adment depends on how con\u00adsis\u00adt\u00adent\u00adly the\u00adse ele\u00adments are brought tog\u00ade\u00adther in ever\u00ady\u00adday life. <\/p>\n\n<h2 id=\"trainer-competence-and-employability-in-india\" class=\"wp-block-heading\">Trainer competence and employability in India<\/h2>\n\n<p>The dis\u00adcus\u00adsion about <em><a href=\"https:\/\/joshi-foundation.ch\/en\/system-architecture-and-labor-market-capability-in-india\/\">employa\u00adbi\u00adli\u00adty<\/a><\/em> in India illus\u00adtra\u00adtes the ope\u00adra\u00adtio\u00adnal dimen\u00adsi\u00adon of voca\u00adtio\u00adnal trai\u00adning. The decisi\u00adve fac\u00adtor is the struc\u00adtu\u00adring of lear\u00adning pro\u00adces\u00adses in line with real work requi\u00adre\u00adments.  <\/p>\n\n<p>Plat\u00adforms such as <a href=\"https:\/\/india.generation.org\/\">Gene\u00adra\u00adti\u00adon India<\/a> illus\u00adtra\u00adte the ext\u00adent to which the deba\u00adte in India has shifted towards the tran\u00adsi\u00adti\u00adon from edu\u00adca\u00adti\u00adon to employ\u00adment. The cru\u00adcial ques\u00adti\u00adon remains as to how this effect is struc\u00adtu\u00adral\u00adly secu\u00adred at the imple\u00admen\u00adta\u00adti\u00adon level.   <\/p>\n\n<p>Trai\u00adners play a cen\u00adtral role in struc\u00adtu\u00adring and mana\u00adging the\u00adse lear\u00adning pro\u00adces\u00adses. The abili\u00adty to trans\u00adla\u00adte work pro\u00adces\u00adses into com\u00adpre\u00adhen\u00adsi\u00adble lear\u00adning steps and to sys\u00adte\u00adma\u00adti\u00adcal\u00adly record per\u00adfor\u00admance deter\u00admi\u00adnes the qua\u00adli\u00adty of the results. Wit\u00adhout this con\u00adnec\u00adtion, trai\u00adning remains for\u00admal\u00adly cor\u00adrect wit\u00adhout unfol\u00adding its effect in the work con\u00adtext.  <\/p>\n\n<h2 id=\"structural-requirements-for-trainer-quality\" class=\"wp-block-heading\">Structural requirements for trainer quality<\/h2>\n\n<p>The role of the trai\u00adner is insti\u00adtu\u00adtio\u00adnal\u00adly ancho\u00adred in func\u00adtio\u00adning sys\u00adtems. The <em><a href=\"https:\/\/joshi-foundation.ch\/en\/quality-management-in-vocational-education-and-training-no-scalability-without-monitoring\/\">\u201cSwiss Char\u00adter for Voca\u00adtio\u00adnal Edu\u00adca\u00adti\u00adon and Trai\u00adning, SNG 33440:2023\u201d<\/a><\/em> descri\u00adbes voca\u00adtio\u00adnal edu\u00adca\u00adti\u00adon and trai\u00adning as a joint respon\u00adsi\u00adbi\u00adli\u00adty of edu\u00adca\u00adti\u00adon and busi\u00adness and for\u00admu\u00adla\u00adtes clear requi\u00adre\u00adments for the qua\u00adli\u00adty of imple\u00admen\u00adta\u00adti\u00adon. This includes ensu\u00adring that voca\u00adtio\u00adnal trai\u00adners have the neces\u00adsa\u00adry qua\u00adli\u00adfi\u00adca\u00adti\u00adons and work under con\u00addi\u00adti\u00adons that enable effec\u00adti\u00adve trai\u00adning.  <\/p>\n\n<p>Trai\u00adner qua\u00adli\u00adty is the\u00adr\u00ade\u00adfo\u00adre part of sys\u00adtem respon\u00adsi\u00adbi\u00adli\u00adty and not left to indi\u00advi\u00addu\u00adal dis\u00adcre\u00adti\u00adon. The char\u00adter thus defi\u00adnes not only a frame of refe\u00adrence, but also a bench\u00admark for the bin\u00adding natu\u00adre of imple\u00admen\u00adta\u00adti\u00adon. <\/p>\n\n<p>The new <em>Indus\u00adtry Men\u00adtor Trai\u00adning (IMT)<\/em> at the <a href=\"https:\/\/ruj-bsdu.in\">Bha\u00adtri\u00adya Skill Deve\u00adlo\u00adp\u00adment Uni\u00adver\u00adsi\u00adty <\/a>ope\u00adra\u00adtio\u00adna\u00adli\u00adzes this requi\u00adre\u00adment and estab\u00adlishes trai\u00adner deve\u00adlo\u00adp\u00adment as a man\u00adda\u00adto\u00adry imple\u00admen\u00adta\u00adti\u00adon com\u00adpo\u00adnent. The focus is on enab\u00adling trai\u00adners to sys\u00adte\u00adma\u00adti\u00adcal\u00adly link work pro\u00adces\u00adses, lear\u00adning objec\u00adti\u00adves and per\u00adfor\u00admance records. What is defi\u00adned as a sys\u00adtem requi\u00adre\u00adment is ancho\u00adred in the <em>IMT<\/em> as an imple\u00admen\u00adta\u00adti\u00adon logic and trai\u00adner qua\u00adli\u00adty is thus struc\u00adtu\u00adral\u00adly enforced.  <\/p>\n\n<p>From a sta\u00adte per\u00adspec\u00adti\u00adve, the ori\u00aden\u00adta\u00adti\u00adon towards the<em>\u201cSwiss Char\u00adter for Voca\u00adtio\u00adnal Edu\u00adca\u00adti\u00adon and Trai\u00adning, SNG 33440:2023<\/em>\u2033 shifts the con\u00adtrol logic of pro\u00adgrams towards the qua\u00adli\u00adty of imple\u00admen\u00adta\u00adti\u00adon (item 5 from the 5\u2011point plan, SNG 33440\u20132023). This places a clear focus on the imple\u00admen\u00adta\u00adti\u00adon level. The defi\u00adni\u00adti\u00adon of clear requi\u00adre\u00adments for the qua\u00adli\u00adfi\u00adca\u00adti\u00adon, con\u00adti\u00adnuous deve\u00adlo\u00adp\u00adment and qua\u00adli\u00adty assu\u00adrance of trai\u00adners can be inte\u00adgra\u00adted into exis\u00adting struc\u00adtures. In con\u00adjunc\u00adtion with the objec\u00adti\u00adves of the <em>Natio\u00adnal Edu\u00adca\u00adti\u00adon Poli\u00adcy 2020<\/em>, this crea\u00adtes an approach that mana\u00adges sca\u00adling through relia\u00adble skills deve\u00adlo\u00adp\u00adment.   <\/p>\n\n<h2 id=\"trainer-development-as-part-of-the-system-architecture\" class=\"wp-block-heading\"><strong>Trainer development as part of the system architecture<\/strong><\/h2>\n\n<p>In estab\u00adlished dual sys\u00adtems, the qua\u00adli\u00adfi\u00adca\u00adti\u00adon of trai\u00adners is regu\u00adla\u00adted in a bin\u00adding man\u00adner and ancho\u00adred in struc\u00adtures for fur\u00adther trai\u00adning and qua\u00adli\u00adty assu\u00adrance. This means that skills deve\u00adlo\u00adp\u00adment is not left to chan\u00adce. <\/p>\n\n<p>As a refe\u00adrence model, the <em>Dua\u00adlEdu Bridge India<\/em> edu\u00adca\u00adti\u00adon pro\u00adject addres\u00adses pre\u00adcis\u00ade\u00adly this logic by ancho\u00adring trai\u00adner deve\u00adlo\u00adp\u00adment as an inte\u00adgral part of the sys\u00adtem archi\u00adtec\u00adtu\u00adre. Gover\u00adnan\u00adce, indus\u00adtry con\u00adnec\u00adtion and veri\u00adfia\u00adble results are com\u00adbi\u00adned in such a way that qua\u00adli\u00adty requi\u00adre\u00adments are effec\u00adtively imple\u00admen\u00adted in ever\u00ady\u00adday ope\u00adra\u00adti\u00adons. <\/p>\n\n<h2 id=\"trainer-quality-as-an-implementation-and-productivity-factor\" class=\"wp-block-heading\"><strong>Trainer quality as an implementation and productivity factor<\/strong><\/h2>\n\n<p>The effec\u00adti\u00adve\u00adness of <strong>work-based lear\u00adning<\/strong> depends direct\u00adly on the qua\u00adli\u00adty of its imple\u00admen\u00adta\u00adti\u00adon.  <\/p>\n\n<p>The trai\u00adners assu\u00adme the cen\u00adtral func\u00adtion of inte\u00adgra\u00adting lear\u00adners into real work pro\u00adces\u00adses and coor\u00addi\u00adna\u00adting objec\u00adti\u00adves and prac\u00adti\u00adcal imple\u00admen\u00adta\u00adti\u00adon. Wit\u00adhout this ope\u00adra\u00adtio\u00adnal con\u00adtrol, work-based lear\u00adning remains mere\u00adly con\u00adcep\u00adtu\u00adal. The qua\u00adli\u00adty of the trai\u00adner is direct\u00adly lin\u00adked to the eco\u00adno\u00admic impact of voca\u00adtio\u00adnal trai\u00adning. The speed at which gra\u00addua\u00adtes can be pro\u00adduc\u00adtively deploy\u00aded is deter\u00admi\u00adned by the qua\u00adli\u00adty of the lear\u00adning pro\u00adces\u00adses they are gui\u00added through. Pro\u00adduc\u00adti\u00advi\u00adty is not crea\u00adted after trai\u00adning, but within it.    <\/p>\n\n<p>Howe\u00adver, relia\u00adble imple\u00admen\u00adta\u00adti\u00adon requi\u00adres appro\u00adpria\u00adte resour\u00adces.  <\/p>\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>Expe\u00adri\u00adence from estab\u00adlished sys\u00adtems shows that a pro\u00adpor\u00adti\u00adon of around 2 to 2.5 per\u00adcent of a full-time equi\u00adva\u00adlent must be plan\u00adned per lear\u00adner for gui\u00addance and sup\u00adport from qua\u00adli\u00adfied trai\u00adners.  <\/p>\n<\/blockquote>\n\n<p>Only under the\u00adse con\u00addi\u00adti\u00adons can the qua\u00adli\u00adta\u00adti\u00adve requi\u00adre\u00adments, as sti\u00adpu\u00adla\u00adted by the regu\u00adla\u00adto\u00adry frame\u00adwork, actual\u00adly be met on a day-to-day basis. With the <em>Natio\u00adnal Edu\u00adca\u00adti\u00adon Poli\u00adcy 2020<\/em>, the importance of qua\u00adli\u00adfied trai\u00adners is also addres\u00adsed poli\u00adti\u00adcal\u00adly. The key chall\u00adenge lies in trans\u00adla\u00adting this objec\u00adti\u00adve into for\u00admal qua\u00adli\u00adfi\u00adca\u00adti\u00adon approa\u00adches at the imple\u00admen\u00adta\u00adti\u00adon level.  <\/p>\n\n<h2 id=\"conclusion\" class=\"wp-block-heading\">Conclusion<\/h2>\n\n<p><br>The qua\u00adli\u00adty of voca\u00adtio\u00adnal trai\u00adning is crea\u00adted in its imple\u00admen\u00adta\u00adti\u00adon. Impact beco\u00admes relia\u00adble when the work pro\u00adcess, lear\u00adning objec\u00adti\u00adve and pro\u00adof of per\u00adfor\u00admance are sys\u00adte\u00adma\u00adti\u00adcal\u00adly brought tog\u00ade\u00adther in ever\u00ady\u00adday life.
